I realize this is very specific and will be a short guide.
Thieves only require 1 treasure map and 40 physical to launch or Hop-in.
I usually just send a 1/1/1 hast 1/1/1 sag dummy followed by a 100/100/100 equis hammer and that works. you could probably even send less equis. I've done this with as small as level 6 techs.
As far as i've seen Thieves drop the following:
Bread, Dye, Spices, Treasure map
maybe also:
Recruitment rescript
